Federal Health Minister Nicola Roxon met her state counterparts in Melbourne today to discuss a range of health issues.
Ms Roxon says the cigarette ban is needed to help prevent young people from taking up smoking.
"This measure is about tobacco products that are flavouRed either with chocolate or fruit flavours that are aimed to entice children and young people to smoking," she said.
The ministers also agreed to draw up national regulations for the use of solariums.
